The news making the rounds is...
Let's be honest... can anyone truly blame Triple H, IF this is true?
NXT has been a productive resource for keep WWE's main roster stocked with talent, and has provided many of the company's current "top stars." It isn't flawless, however, and when a wrestler succeeds in NXT, there's no guarantee they'll prosper one they're called-up - just ask Jason Jordan and Chad Gable.
WWE's inability to get the most from their NXT graduates on Raw and SmackDown is a common frustration among fans, and it now looks like the brand's figurehead shares these concerns. According to Wade Keller on the PWTorch Livecast, Triple H has become frustrated with the way NXT stars have been booked on the main roster, with Bayley, Sasha Banks, and the Cruiserweights cited as specific examples.
According to Keller, 'The Game' feels that much of the hard work done to build these talents in NXT goes to waste once they reach Vince McMahon on Raw or SmackDown, noting that this is a clear bone of contention, but one Triple H can't really do anything about.
Given Hunter's level of involvement in developmental, it's understandable that he'd be frustrated by the plight of Bayley & co., but as with all speculation, this should probably be taken with a pinch of salt.

Triple H is the mastermind behind NXT, but Vince McMahon is still in charge of the WWE main roster. Triple H has dedicated a lot of his time to building up stars such as Sasha Banks, Bayley and the cruiserweights, and it was recently reported by Wade Keller on the PWTorch Livecast that Triple H is frustrated with how some of the former NXT stars are being booked.
According to the report, Triple H feels that much of the hard work that has been put into building these stars goes to waste once they are called up to Raw and SmackDown Live and they reach Vince McMahon. It was also noted that the booking of former NXT stars is a clear point on contention between Triple H and Vince McMahon.
NXT has had its fair share of success stories, but it has also had its fair share of failures on the main roster. For every Seth Rollins, Dean Ambrose and Roman Reigns, there’s an American Alpha, The Ascension or Adam Rose. Not every gimmick translates well to the main roster, but it’s easy to see how Triple H could be frustrated with how stars such as Sasha Banks and Bayley are currently being booked, if this is true, considering how well they were doing during their time in NXT.
