Focusing on the AE, I was thinking Mattel has been over most of the known stars of that time, and with the announced Angle, Hardys, D'lo, Scotty 2 Hotty, and Shamrock figures, what bigger names are still out there?
All I can think of is: Chyna, Sable, Val Venus, Gangrel, Grand Master Sexay, Test, Big Show (trunks and ponytail).
If that's really it, then they've done quite well.
Also I know we are missing more from the late AE/early RA like Hulkster, Steiner etc.

Albert (Matt Bloom is currently NXT Head Trainer)
Al Snow (No longer in Impact as an agent)
Kurt Angle (c'mon)
Test (he's sadly dead, but I don't think he had any bad blood with WWE)
Sable (Brock's wife)
Marc Mero (on good terms with WWE?)
Grand Master Sexay
The Dudley Boyz (Bubba is on the indies though)
Chyna (if inducted into the HOF)
Hardcore Holly (one of Vince's old favorites, I'm sure it'll happen)
Crash Holly (sadly dead, but didn't have bad blood)
Steve Blackman (was on a RAW in like 2007, no bad blood)
Ivory (recently in WWE 2k17 and 2k18)
Jackie (Hall of Famer)
Steven Richards (I don't know if hes in the CTE lawsuit but he could be done)

Unless the WWE has forgiven Marc Mero for going on any talk show that would have him after the Chris Benoit double murder-suicide and bashing the company, I don't see him getting made.

From an overdose? That hasn't stopped them from making Mr. Perfect, Bam Bam Bigelow, Crush, Elizabeth, or guys whose years of abusing drugs led to their early demise like Bulldog, Boss Man, and Guerrero.

I'll echo the requests for Sable, Ivory, & Jacqueline. I'd even throw in a late 90s WCW Medusa (although Mattel doesn't have a mold that would do those cans justice LOL!).
I could also see tye-dye Dudleyz being thrown out there.
