Pretty sure most use the WM28 HBK shirt, atleast? More than that, no clue.

Ringside also used to sell a cloth referee shirt. Not sure if it's still available.

Didn’t Batista come with a ref shirt in one of the early series?

I would love a Charles Robinson figure. Too bad that won't happen

They're usually customs or fix-ups with some using a Hebner head either from the Jakks WWE figures or the TNA figures.

Question has been brought up several times and Bill has stated that refs are not under a deal and WWE pretty much wants to keep them anonymous. Generic refs are also not an option but no details as to why not. Closest we’re getting are wrestlers in special guest referee attire like HBK, Batista, and Shane. Maybe they’ll make a Hawkins and/or Slater since they both had recent TV appearances as referees.

I liked the Create a Superstar Sets for this reason. We could make generic characters. I used the Cena set and made a ref out of that guy. I have some of those Ringside ref shirts and use them on figures as special guest refs. I have good old Earl too. Need to find some HBKs to to make some refs. Was thinking about using some Marvel Legend heads for custom refs.

Whenever Pat Patterson comes out I am planning on putting one of his heads on FC Heenan and adding the HBK ref shirt.

I wish I could get a Mattel Nick Patrick figure That could have been an Epic Moments Set. Hollywood Hogan vs Sting Starrcade 97 with Referee Nick Patrick. Have two big name figures. Hogan vs Goldberg Nitro with WCW and US Title with Charles Robinson Ref. I would buy something like that.

I don’t know why they just don’t pack a generic basic ref with one of those basic rings.
