A figure Im glad we got, but an odd one - Particularly the usual facial expression. The legs also look a bit odd to my eye, maybe its just be. The boots look absolutely huge.
One thing that has always bothered me about it though - what other figures used that mould? Is the torso unique to 1–2–3 Kid? And who else uses those skinny legs? Are they used on Elite Rollins?

Yeah I'm pretty sure it was the debut for those legs. They are used only for Rollins I think and I'm not a fan of them on him. He should get the HBK legs. TRU Rollins uses the same legs and boots as Kid but the boots don't look as huge with the kneepads that are larger than Kid's. I'm pretty sure most Rollins figures use the older two-piece kickpads, whereas Kid uses the one piece kickers.
Not sure on the torso though.
Edit: upon further inspection it looks like E33 X-Pac also uses the skinny legs.

Eddie Guerrero also has skinny legs, but his are older ratchet jointed whereas Rollins' are newer, ball jointed.

I understand companies try to avoid unique sculpted parts that they can't reuse. That torso seems like an odd choice for a one off use. Elite 66 Angle is another one. Can't believe they sculpted a unique torso for it either!

It was great that we got him and I loved the nod to his classic Hasbro figure, but Mattel should definitely take another stab at a 1-2-3 Kid figure down the road.
The face sculpt is very strange and not a good likeness of Sean Waltman. I would love to see a 1994-1995 version of him with an updated head in either his black/red/blue attire. Any of those would look awesome.

1-2-3 Kid was scrawny/lanky so those legs works for Waltman. The only problem I can see with that figure is the painted flesh on the torso.

The main thing that bugs me about him is the shade of blue just doesn't seem right. It's slightly too light. I don't mind him being super skinny. I do feel like the face is way off, but that seems to be common for Elites around this time and earlier.

I would like to see a Heel 123 Kid from 1996. The attire that he fought HBK in on Raw or Razor @ IYH: Rage in The Cage would make great figures.
I really like all the Waltman figures we have got.

Are they used on Elite Rollins? thought he was spot on, especially for the parts they use for him. talking about out of proportion you should check out the xpac or the syxx elite. their torsos are too bulky, and made way too tall. I wish they would have used the same parts that they would have used on 123 kid on both xpac and syxx as Waltman has always been a skinny dude.

123 Kid-iconic attire from beating Razor
X Pac- 99/200 that's most recognisable to most
Syxx- never before made
were all HUGE wants for me & I'm delighted to have them...a heel 123 Kid would be the icing on the cake for me though.
