How many figures do we have that are from Halloween Havoc?
Rey, Warrior, and basic Savage I know for sure. Eddie kinda sorta but not really. Iβm guessing Flyin Brian, Lord Regal, Kamala, Simmons coulda appeared on one of the PPVs in the attire they were released in.

add Cactus Jack and his Chamber of Horrors! None of the Jacks that Mattel has made would work for WCW. But Vader definitely would work for Havok.

Hall of fame Eddie Guerrero. While the T-Shirt is from his run with Chyna, the wrestling gear is definitely WCW. And he wore it at Havoc 97. Guess there wasn't enough budget for the red deco :/

Close as we'll probably get, sadly.

Thought that was Psycho Sid circa 1996-97 It is but he wore the same attire at Halloween havoc 1999 vs Goldberg Well You could say he wore that attire for events from 91-2000. So I wouldnβt consider it as far as what the OP is asking.
