I bought mine just like that too. It's a nice figure so congrats on picking it up & hope you enjoy it.
One thing that might work is acetone (ex. fingernail polish remover) but if you apply too much it can take the paint all the way off and leave a bleached out mark.
For some people, I've heard acetone worked & for others it had no effect or bleached out the figure.
If I was you, I'd try to ignore the markings...I decided to ignore rather than risk ruining the figure.

The black is dye from the towel. It originally came around the waist and stained the legs. Similar to the robe of Greg Valentine. It is very hard to get off.

It doesnt come off, its embedded deep in the plastic
In the future, to remove paint always use pure acetone and never nail polish remover

No, they all don't come like that. only the first wave had this problem. Like already stated the towel originally came around his waist. Jakks had the towels moved to the corner of the packaging and these figures were not sold like this. the die in the black towel caused the black marks on Tazz's legs. I have a tazz without black marks on his legs, paid about $15 plus shipping a year and a half ago DO they all have black markings on there legs?

Isn't Tazz slated for another CS release down the line?

Yeah, I got mine from Amazon too. I just ignore the black marks. I always wondered if the Turkay torso would be better for it.

Pretty cool pick up. I used mine to make a figure of him the way he actually looked (you know, not fat? Terkay Torso, Kennedy crotch & upper legs) so I didn't use the upper legs or that torso so the markings are in a land fill somewhere by now.
I suggest you do the same because that's all that figure is good for.
