Natalya, and Katie Lea out of your list. And, being honest here, Maria as well. She has really improved in the ring as of late and deserves a push at least.

Of course McCool will be women's champ - just look at who she's banging.. It's inevitable she'll get the belt - and most likely sooner, rather than later.. She'll probably go to RAW in the draft..

Maria is still sorta sloppy in the ring, just not as much. She doesn't need to be anywhere near the title. And I would pick Jillian, because she deserves to be Champ one day.

Luna first and foremost.
Tori also came to mind, I also loved her alleyoop.
If she would've lasted in the WWE, Christy Hemme would've been championship material. Unfortunately for her, the progress she has made and the talent developed is being completely eclipsed by TNA's Knockout division.
Stacy Keibler was another one who I think should've held the belt at some point. She was over as hell and was competent enough in the ring to be considered a champion (by WWE's standards at least). I really thought she was going to take the belt from Trish at some point during their 2004 feud.
I disagree about Torrie, she was never the most over, she was never the hottest, she was never a good wrestler in any sense of the word.
