I can't say I agree, especially considering what it lead to. One of my favorite reviewers, spam's J.D. Dunn, put it best in a review of Backlash 1999.
"Outside at the limo, the Ministry comes out to accost the limo, so the security guards tell the driver to take off. Turns out that the KruegerTaker is the driver and he absconds with the boss' daughter. "WHERE TO, STEPHANIE?!" is one of the most fondly remembered awful moments in wrestling history.
Okay, by "inherent absurdity" I mean, of course, Russonomics because the whole thing was rendered Stupid On Arrival when the Ministry and Corporation formed the Corporate Ministry and revealed that Vince was behind the kidnapping of his own daughter and her subsequent forced wedding to the Undertaker (and her rescue). So, Vince and Shane going at each other's throats here is all just a ruse, and Vince helping Austin retain the title is all just part of the con. To what end, you might be asking? Why would they go to all the trouble of tricking us into thinking they hated each other to the point where Vince was helping Austin retain his title? Why, to get the title off Steve Austin, of course.

I hate Vince Russo. For my money, the best Raw moment is still Jericho's debut.

Id say one of the RAW's before Over The Edge in 1999 when HBK came back as commisioner and made the corporate ministry's night a living hell!!!
The main event: Austin/Rock/Vince vs. HHH/Taker/Shane w/ HBK as guest referee - WOWWWW!!!

I can't really narrow it down to one episode of Raw, since there were many great ones for different reasons.
But April 21, 1997, is a personal favorite (description below is from Graham Cawthon's site):
Also, after all of THAT, Austin hit the ring yet again, only for Brian Pillman to come out of the crowd wearing street clothes (I think it was the awesome "I Don't Call 911" shirt) and attacked Austin to end the show.
So you had the Bret Hart & Hart Foundation vs. Steve Austin feud reaching a fever pitch, you had both Shawn Michaels and Brian Pillman making surprise appearances through the crowd, you had the LOD actually breaking a guy's neck with the doomsday device, and last but not least ... THE NEW AGE OUTLAWS EXPLODE!

Two that stick out with me are Stephaine getting kidnapped and the NEw Age Outlaws pushing Chainsaw Charlie and Cactus Jack off the side of the ramp of the titan tron.
