tricky 1 - i'd go with monsoon - he was good in all aspects

It was between Monsoon and Heenan. But Monsoon was more of play by play man. Where as the wheesel was a color man. Both where perfect at their jobs but Monsoon had more memorable moments "the irresistable force meets the immovable object."

Best is all a matter of opinion, so I'll just go with a favorite of mine that I would consider to be one of the best WWF announcers.
Excluding the color commentators, I would say Jim Ross, Gorilla Monsoon, and Vince McMahon would be in my top three for favorite (and whom I would consider the best) WWF play-by-play commentators. Ross was all-around great when he was still at the top of his game many years ago, and I enjoy listening to the styles of Monsoon and McMahon on commentary. Monsoon had so many great one-liners and phrases, whereas McMahon was more known for his goofiness and inability to call a simple near pin fall lol.
