I am wondering how scripted wrestling matches.
Are outcomes always predetermined?
Is every move/strike/reversal/etc pre-planned? Is any of it on the fly?
If they are scripted, who does the scripting - the actual wrestlers beforehand? Other WWE officials?

outcomes are always predetermined, always. that doesn't mean they always end the way they're supposed to, usually due to injury or uncomplience from one of the wrestlers.
finishes and important details tend to be planned out by wwe officials.
i'd say more than 90% matches aren't scripted but some guys, notably the Macho Man and DDP, like to have there matches pre-planned and scripted out.

outcomes are always predetermined, always. that doesn't mean they always end the way they're supposed to, usually due to injury or uncomplience from one of the wrestlers. finishes and important details tend to be planned out by wwe officials. i'd say more than 90% matches aren't scripted but some guys, notably the Macho Man and DDP, like to have there matches pre-planned and scripted out. I remember hearing about Macho vs. Steamboat from WM 3, and Macho wanted the whole thing planned out in advance, step by step, and it drove Steamboat crazy. I think that's why they didn't have the rematch at Wrestlemania 4. But yeah, like Jimmy said, endings and big spots are planned out, but most guys just come up with the moves and the match flow on the fly. If they decide to focus on a body part in the match, they usually decide upon that beforehand too, if the Wrestler (the film) taught me anything (which, it did). That's why young up-and-comers are paired with veterans; so they can learn how to become ring generals and call matches. Like putting MVP with Chris Benoit, they hoped that MVP would learn from Chris Benoit and improve, which he did. So in the beginning, when Benoit had to carry MVP most of the way, by the end, MVP was getting more comfortable in holding his own.

Exactly usually the heel is the one who carries the match and helps the new up and comers. Some things are pre determined like who wins obvisiouly and some spots like big ones and the ending is went over before then the rest is called in the ring.

It really depends on the guys wrestling. The final outcome is always pre-determined and usually a few important spots are always mapped out. From there on is where it varies.
As someone said, a guy like Macho may want a match planned out move for move. I've also heard Bret Hart likes to get detailed and know a lot of the exactness of the match ahead of time.
On the flipside, we've all heard that Ric Flair just wings most of his matches. He may know the ending and a few important spots, but the rest of it is "called" in the ring or just made up on the fly. Typically, the rule is that better and more experienced wrestlers can "call" it in the ring or make it up on the fly more than a lot of newer guys. I've heard a lot of the matches in WWE right now, particularly with newer, younger talent, are planned out nearly move-for-move ahead of time ... kinda like how they overscript promos now too.
Also, as someone else said, usually the heel controls or calls most of the match and coincidinetally a lot of heels are the better, more experienced wrestlers or ring generals.
