I remember that, it was pretty much a one-time occurence on the June 8th, 1998 RAW. The tinsel was there because Vince was being honored as 'Humanitarian of the Year'. Mick came out from under the ring as a casket was being rolled out and it turned out Kane was in it and they beat Austin down.
I don't think there's a particular reason why, although it was only one of a few weeks between Mick leaving Dude Love and becoming 'Corporate Mankind' with his trademark shirt and tie so maybe they were looking for a different look and so Mick went to his famous flannel.
