I was by no means a fan of Lex Lugar's forced push as Hogan's replacement, but for the life of me I can't comprehend why he was not given the World Title after all that build up leading in the SummerSlam of 93 versus Yoko.
As a Lugar fan I was letdown even if I hated the gimmick. Did Lex do anything to screw up which can explain why he was not given the strap that night?

Didn't he tell a reporter that he would win at a bar when he was drunk?

Didn't he tell a reporter that he would win at a bar when he was drunk? No, that was the story at WrestleMania X. The thinking was Vince wanted to hold off on Luger until WrestleMania, further building him up in a big feud with Lugvig Borga. Of course, losing at SS killed of Luger's credibility/heat and showed Bret as the true #1 babyface.

I'm not wrestling promoter, but I would have given the fans the payoff that they wanted and had Lex take the championship, then have Lugar enter into his feud with Borga as not only Mr USA, but also as the World Champion.

Vince was pushing Luger like he was the new Hogan...it didn't work because the era of the All-Amercian superhero had began to fade to the WWF audience. Bret Hart was over enough, so they soon replaced Luger for Bret.

Luger worked better with the Narcissist gimmick than with the "Made in the U.S.A" gimmick. He should've gotten far with the physique, Bobby Heenan as his mouthpiece and a natural flair for being a heel, but things didn't turn out that way.

-- Not really sure why exactly.
The "All American" hero gimmick got him over far beyond the Narcissist one, but I think Vince had the thinking that dispite little kids loving the Lex Express, the kids who loved the "Hulk Hogan American Hero" were growing up, thus the change forced him to subside the push with the strap.
Hart happened to be a sure-fire thing at the time, so he wound up being "the man".

Vince was still in the mindset of long term champs IMO.....and I think he wanted Yokos reign to be one of dominance with big victims.
if Luger had beaten him at SS he would have to have dropped it somewhere between SS and RR........making the title change at Mania less of an impact.
I wonder was there really ever any plan for Luger to win at WMX?or is it just rumor?I do often wonder......

It was definitely in the cards, both initially and obviously in January when they had him co-win the Rumble, but they realized Bret was just as over as Lex and made the right choice.

Very true, I being one of them...was never a big fan of Luger, but would never question his place in the scheme of things...

I remember one of the dirt sheets saying that Vince was unimpressed by Luger's work ethic at house shows (which later prompted several off camera jobs to Ludvig Borga) and that there was a general feeling among the writers at the time that Luger wasn't connecting with fans like Hogan did.

I remember an issue of Powerslam saying that WWF had to pipe in crowd noise for Luger too and edit off boos.....if this was happening pre RR94 Vince really did go the right way

The "Made in the U.S.A" gimmick had a really weird vibe about it. It was just awful.
