So many answers absolutely BAFFLE me. PPVs can be redeemed by classic matches, as is why 25 and 13 cannot be considered the worst: both contained 5 star classics. 9 is by far the most irredeemable Wrestlemania with no good coming out of it whatsoever.

 are you serious? i probably would have to say either 9,11,15 all were pretty bad The event felt bigger than it actually was, just personal opinion. |

11 has sentimental value for me... It was my first live-attended Mania, and my second live wrestling event.
9 is my personal worst.

I have SEEN (on tape and live): Manias 3, 10,17 through 25.
The one I think is the worst: 18 and 25

I though WM21 was the worst. It didn't have that epic Wrestlemania feel to it IMO.

WM 25 came to mind right away.
23 was not that good either.
I only really saw 15-25 so I am not counting the older Wm's.

In terms of main event 13 was the worst ever. Terrible buildup and terrible match, at least orton hhh at WM 25 had good buildup.

25 comes to mind right away. Michaels vs Undertaker was fantastic. One of my favorite matches in a long time, but the show overall was just really bad.
