11 15 and 25 were the worst IMO

I've seen WM17 to 25, and I have to say, 23 was the worst in my view, by a long shot. But then, I hated all of 2007 up until around the time where the RAW roulette returned.
23 just didn't seem very important. Loads of decent wrestlers got thrown into that lumberjack match before the PPV, they didn't even have a battle royal which I think is a good way to get the crowd going a bit. The crowd didn't really stand out because the building was so massive and so the noise just got absorbed. Mind you there wasn't this problem as much at 24...
The whole hair vs hair match seemed like a very cheap way to get people wanting to see the show, and I thought Lashley and Umaga were random guys to represent Trump and McMahon.
The Money in the Bank was my least favourite one ever; I thought half of the guys in it were already far too established as main guys to need to be in the match at all, and the overuse of small ladders and the lack of decent spots made it boring.
Kane vs The Great Khali... it's a bad match anyway, but a WM match?!? And at the time, I didn't agree with MVP going for the US Title already and so that match, although decent, didn't interest me.
I didn't care, and still don't care, for anything ECW so that match was worthless to me as well. The Woman's match was god-awful and, again, lumberjacks just thrown in for no real reason.
The two world title matches were decent but they were sadly not enough to make a boring show a good show.
So overall, not a WM quality show, and to be honest, late 2006 to late 2007 was just not WWE quality for me.

I think Wrestlemania 25 will go down as one of the worst, not because it was so bad but because it was such a let down. So much was promised from it, and it didn't deliver at all. The only thing that saves it from being the worst is of course the Undertaker V Shawn Michaels Match, but unfourtunately for them, the PPV was so bad that that Match wont be talked about forever.
I have to disagree with people saying Wrestlemania 23 was the worst. John Cena V Shawn Michaels was a quality Match, just an anti-climax since everyone obviously wanted HBK to close Wrestlemania as Champion. Batista V Undertaker was very good Live, especially since Batista was heavily rumoured to go over Undertaker, and it was booked quite early on in the Show. It was a huge suprise to me when Undertaker won, despite his undefeated streak. Also, it was the first time since Wrestlemania 18 that it had been held in a big Stadium, which for me made it all the better.
