If it were me, I would wait - or at least get it on my other leg.
Consulting a tattoo artist AND a doctor would be a good idea, to get advice from both sides. My concern would be your leg swelling after the tattoo, when it's still fresh. Since it is a wound, I'd worry about the swelling causing it to bleed, for a couple of different reasons. The swelling itself being an issue, and the stretching of the skin it could cause, putting stress on it that it just shouldn't have.
Now if it's JUST your knee, and the part of your leg that you want it on isn't ever acting up - you'd probably be fine.
Again, I'd suggest consulting professionals, both in the tattoo world, and in the medical world.

I figured out what I am getting for my 1st tattoo. I am getting my initials on the inside of my wrist and will sometime inquorate that into a sleeve.

SHould be getting a decent check for once next Friday. Toss up between my Rebel tat and a ukulele... though the latter will probably win out. I also need to try to make enough to get an iPhone, which I'm trying to sell some crap for. Ugh... need some ink though...

I looked through this whole thread today! I saw amazing amount of work!! Undertaker that is so nice of you helping people out with drawing out designs! But anyway I have a question. I got a tattoo done in October and now it already starting to fade. Is that normal? I'll update it of what it looks like now. and try to resize it.

If you can't resize, I'd suggest just posting a link to the image so it doesn't stretch out the page so much.
That said, if you wear cut off shirts and are in the sun often, without using a decent sunblock (SPF 50 or higher) it's going to fade... Hell, even with sunblock over time the sun is going to fade your tattoo... it's unavoidable. Unless it's brand new (which you should NOT expose it to sun anyway), you shouldn't put anything on it except the recommended 'medicine'.
If the artist used crappy ink, that could be a problem too, but I'd bet it's something more like prolonged exposure to the sun.

Tattoo Design I made. I'm not a great artist, so I'll have my uncle redraw it before he does it. I don't know if I should add more to it or not. What do you think of it, should I add more? It'll either be my first tattoo or second, depending on weather I do this or my dog first. Any way here it is... Oh yeah, it'll go on my ribs and it's a lot bigger then this picture.

I don't know what brands of ink are best, but afterwards I use bacitracin. Apply it twice a day in a thin coating. And if it itches, don't scratch it.

I'm having a colour piece done at the end of this month on my left forearm hopefully, haven't had any ink done since October. I'll post pictures later of what I've had done on my right forearm so far. It's mainly Iron Maiden stuff.

I don't remember the brand, I think my shop uses Skin Candy... I'm not 100% sure. I used to use Aquaphor, I stopped when it started pulling the blue ink out of my bomb, apparently that stuff doesn't like color. - now I use A.D. Ointment.
