You got an error one. Both of mine have it.
UNLESS you're confusing his left bicep tattoo, because Jakks always put that one on his shoulder for some reason, but the Mattel one has it on the bicep where it should be.

I have 2 WalMart belt set Ortons and 4 or 5 Heritage Orton figures and all have their tattoos although one Heritage Orton has tattoos that are much darker than all the others.
