Why are they so loose but the other parts so tight. Finz keeps falling forward or backwards.

They are designed that way because they are Elite. They need to roll sideways or else the foot wouldn't be flush to the surface when you widen their stance. They are designed this way to hold more poses. I have at least 2 of almost every Elite released to date and not one has a problem standing or holding their poses. Here were two pic I took back at Series 2 when people were complaining every figure could be posed standing on 1 foot without any trouble -

It's not really the side to side motion of the foot that's the problem, though. (After seeing PJ's pic I was surprised that even Dusty's figure can stand on one foot. Very cool.)
The up and down movement of the ankle that can be a problem. They can be tight, but if the joint is loose... man, the falling down can get real annoying.

Someone on here a few days ago suggested a product (apparently endorsed by figure sculptors the Four Horsemen) that works well for this, but I can't remember what it was called.
Personally, although I noticed the loose joints on a lot of my elites, the only one it's really problematic with is Undertaker.
