lol I already know where this is headed.
Superstars Series 7 Dr Death and Signature Series 3 Jacqueline.
They were two of the biggest shelfwarmers in the history of Jakks figures.
I also find it funny that Titan Sports (the WWF) specifically requested Jakks to make a Dr Death (Steve Williams) figure because of a big push that he was in line for with the company following his presumed victory in the Brawl-4-All tournament. Of course, things change and Bart Gunn's KO effectively killed any momentum Dr Death had, so his figure went on to become a huge flop.

^ Dr. Death - I just watched a shoot interview on YouTube where Jim Cornette told the whole story of Dr. Death, and how they were gonna push him as a monster after the Brawl 4 All. He was saying that, by Summerslam that year, he would be a contender for Austin's title. Unfortunately, he was injured after the Brawl 4 All (due to it being legit - another idea that Cornette blames Russo for, as well as ruining Dr. Death's push) and that never came to pass.

Dr. Death warmed shelves not just because his push disappeared.. But it was a horrible figure. It was just a repaint of Mark Henry. It was way too fat and in an attire I never remember Doc wearing. I always remember him wearing red bicycle shorts. That figure looked like a sailor :/ I had 2 of them, that I got on clearance for $1 each. Meijer had an awesome clearance with a ton of stuff super discounted. Got ECW Candido for like $0.80, some Bend Ems for like $0.75 each, a grapple gear pack or two for like $1, that horrid Austin WWF.com figure for like $2 or something, and the Ripped and Ruthless Goldust for a whopping $0.40. I remember that day, I walked into Meijer with like $10, and walked out with a whole cart full of wrestling toys.

Not a memorable attire, and really just a lazy attempt at recreating the look by using Henry's mold. The white tanktop was especially too big, and the head was generic even for BCA standards.

No, definitely not lol.
Probably the biggest stretch of the imagination relating to the BCA line. Unless, of course, you reserve that right for Rocky Maivia's fantasy attire in the WrestleMania XIV Series.

For some reason i don't remember the Sable/Luna pack being a shelf warmer in my area.I do remember these figures as shelf warmers:

I remember Series 5 Savio Vega warming the shelves too for a bit. Not as long as Dr. Death did, but Savio was definitely a runner up in that category. Same with the tag set of Kurrgan and the Jackyl. I remember Series 9 hitting stores and selling out as fast as any line ever. I was lucky to be at Walmart the day they arrived so I got Gangrel and Christian, but that set went fast and I never seen a second wave of it hit stores after that.

There are a few here and there that pop up on Classifieds. Usually they're priced pretty well too. I always keep my eyes out for a Superstars Series 2 Bret Hart.

You should have access to them with at least 50 posts to your name. I'd imagine there aren't that many, but it might help to just ask around and list your wants/haves.

There are a few here and there that pop up on Classifieds. Usually they're priced pretty well too. I always keep my eyes out for a Superstars Series 2 Bret Hart. One of the most unusual things I've seen on eBay in a long time was this upside down Bret Hart listed just recently: It ended up selling for around $5-6, but I really considered bidding on it.

Was there another series of Managers planned or released? And was there anybody else of the Truth Commision released other than Interrogater and Rekon?

As far as I know, there weren't (plans; I know there weren't any releases).
Basically, the Tag Team and Managers Series 2-packs evolved into the 2 Tuff Series.
No other TC members, except The Jackyl (as their manager) in 2 Tuff Series 2, were made.
