I have no idea, but I'd LOVE if someone from Mattel could tell us.
The artwork is absolutely stunning, especially for the Legends line. Whoever does it, or if their is a team that does it - should really get some recognition.

Agh I remember someone saying an artist's name when the first moc pics of Legends 1 surfaced but I cant remember it!

The style of the Legends figure packaging is attempting to emulate famed illustrator Drew Struzan. Google his work and you'll instantly recognize a ton of it (and be amazed at how much he's done).
I've been curious about this ever since they unveiled the packaging for the Legends line, but after I saw them in person, up close, it looks like they're not illustrated "from scratch". At least in some areas they're drawn over the top of actual pictures. It's especially evident in areas where there is a prominent skin/sweat texture - they just left it in.
For me, this doesn't take away from the awesomeness of the illustration - they're still incredibly well-done - but I'm not quite as impressed after realizing that. They're almost more in the realm of "photo manipulation" than "illustration".

as a graphic artist, i was taking a look at the packaging and what i think they do is take a photo that wwe might have and add some filters to it to make it look like a rough pastel/charcoal drawing. what those filters are i don't know since you can customize them. however they do they it's f'ing awesome!

I am inclined to believe the photo manipulation as well, The artwork is the best I have ever seen for a wrestling figure since the LJN posters. I love them.

Their graphic designer I'm assuming. its possible that its freelanced out as well. my professor in college did a bunch of work for like the 12 inch Reservoir Dog figures and such.

Does anyone know who does the artwork for the new Mattel packages? I am! lol just kidding but i'm a Graphic Designer myself. It's easy to emulate though in photoshop & trusty wacom tablet. Here's what i've done an hour ago w/ using the photo of "The Viper" Randy Orton planning to design some though if i have free time

While I heard it is easy to do, I have not done it. I did have someone take one of my wrestling promo pics once, and photoshopped it into an oil painting. It turned out great.
