I think Santino is currently the funniest guy out there.
The Booker T/Goldust segments were always hilarious to me.

Eddie Guerrero always brought a smile to my face in his segments. Just naturally funny, it was never anything forced with him.

Edge & Christian were the funniest for me. Their segments with Foley, Angle, & Triple H were pure gold. Not to mention the whole Conquistadors thing.

i think austin, the rock, foley, santino, eddie guerrero, goldust, flair, hhh, and vince are all hilarious but all time funniest has to be hbk. there was a point where hbk was always on comedy-wise. and its not often that a guy can be so insanely funny all the time and still be at the top of the roster.
one of the funniest moments for me was wen slaughter was yelling at dx and they put the masks on with the windsheild wipers

Some of the Rock's stuff from Smackdown and Raw in the early 00's literally had me in tears. Just the randomness of some of his insults was gold.
Also, I can't forget about Austin and Angle vying for Vince's affection.
