I would have stuck Owen Hart somewhere in the mix, but I'll pretty much agree with everyone else.

I'd replace JYD, Orndorff, Snuka and Steamboat with Owen Hart, British Bulldog, Vader & Razor Ramon.
But that's just me.

Orndorff DEFINATELY belongs on that list.but I agree about Razor Ramon(so over)
I honestly think Bulldog would have got the big one eventually if he hadnt been fired in 92.
Owen Hart.....Im not so sure about to be honest.

The only ones I'd disagree with were JYD and Snuka. They were both great in their own ways, but not characters that would really have flourished as Champion. Davey Boy Smith or Owen Hart I'd put on the list, along with possibly Razor Ramon or maybe even Goldust.

Its funny nowadays everybody that deserves to be champion, gets to be champion. If wrestling today were like it was 20 years ago, we'd have a list with guys like Benoit, Guerrero, Mysterio, Punk, RVD, Hardy, etc that deserved to be champ but never made it, I suppose that is a plus side to todays WWE.

my list:
1) Piper...DEFINITELY at #1 ! He and Hogan should've traded the belt twice....he was so over,making him the Champ would've made him INSANELY over and THE most hated man in wrestling in the early 80's ,even moreso than Flair...
2) Mr. Perfect ....sadly,he should've been,and it seemed in late 1989/early 1990 they were grooming him for it,to be the main event at WM VI with Hogan,but then they switched gears and went with Warrior...
3) Ted Dibiase ....WAS WWE Champ,until they decided to change the storyline at the last minute (because of Hogan leving to make his movie) and declared his purchase of the Championship to be null and void....but he WAS suppossed to wear it into WM IV against Hogan...
4)Paul Orndorff...looked great,had the mic skills and the stature to be a champ,but Vince always seemed unsure what to do with him....from 1985 to 1987 he changed from Heel to Face and back THREE TIMES!!
5) Vader....again,was suppossed to be champ,and was originally booked to beat HBK at Survivor Series 1996 ,but Vince changed his mind and went with the momentum building Sycho Sid instead...
6) Bulldog...definitely....had all the momentum on his side before his falling out with Vince and leaving the company....God,could you imagine a rematch in 1993 with Bret as WWE Champ and Bulldog as the challenger?!
7)Owen Hart... would've been a great,sneaky heel WWE Champ....consider him the "Protoype" for the Miz,with Jim Neidhart on the outside...not a long reign,but one with some great matches...
8)Honky Tonk Man....HEAR ME OUT!!!! he was SO over as a heel in 1987 and 1988,indeed possibly THE most hated man in the company behind Andre and Dibiase,that if he could've screwed Hogan or Savage out of the title with Jimmy Hart's megaphone, people would've paid good money to see all his challengers line up in the hopes they would beat his ass!
9) Jimmy Snuka....i can agree with him...he was super over as both a heel and a face,so a reign at either time would've elevated him and the title even further...
10) Don Muraco.... after losing the IC Belt to Tito Santana ,they should've done a Macho Man and pushed him into the main event picture permanently....instead,the confined him to tag matches,then later on to the tie-dye gimmick....
guys like Razor Ramon,Steamboat,Lawler,JYD,Roberts,etc. just all felt like they were missing something to me...yeah,even Steamboat,who was technically proficient,but quite boring to me on the mic...
they all felt to me like they belonged in the upper mid-card,to lower upper tier,but not in a WM or SummerSlam Main Event match...

JYD and Snuka are the only two that REALLY don't belong on their list. You could argue Lawler too because of the fact that he was getting a bit old to be champion by the time he entered the WWF.
My list would look like this:
01. Mr. Perfect 02. Rick Rude 03. Ted Dibiase 04. Roddy Piper 05. Jake Roberts 06. Paul Orndorff 07. Ricky Steamboat 08. Razor Ramon 09. Davey Boy Smith 10. Lex Luger
I'm particularly upset that my Top 3 never held the title. All of them would have done a fantastic job with it. Makes me wonder how much different things would be if Hogan hadn't held the title so much in those days. At least when Rude went over to WCW he got the respect that he should have gotten in the WWF

I probably would have had Owen beat Bret for the title at Survivor Series 94 instead of Backlund, but other than that I don't see how he breaks out of the mid-card/upper mid-card. Same for the Bulldog. Could have made a great Champion in 1995 with matches against Bret, but long-term wasn't an option.
The biggest three omissions for WWE Title reigns are 110% Piper, DiBiase and Perfect. I am at a loss as to how none of these legitimately won the belt and had a decent reign. WrestleMania 2 should have been Hogan/Piper for the belt, and WrestleMania 4 should have been Hogan/DiBiase.

WM IV originally WAS going to be Hogan-Dibiase...when Andre "won" the title and surrendered it to Dibiase,that was originally gonna stick, leading to a WM Main Event of WWF World Champion Ted Dibiase VS. Challenger Hulk Hogan...
but Hulk and Vince decided to make No Holds Barred, requiring Hogan to be gone for quite a bit of time....so Vince changed the plans,and decided the only face who was hot enough at the time to hold the belt in Hogan's absence was Savage, so the initial plan of having Savage win back the IC Belt at the same The Main Event card where Hogan lost the title was changed to a countout win for Savage,and a vacating of the World Title...
sadly, based upon the fact that they had Savage beat Dibiase,i'll assume that Ted wouldn't have walked out of WM with the belt around his waist if he fought Hogan...

sorry about that...i was only going on Hogan's take,which i should have figured he's usually full of crapthese days anyway....but he made it sound like it was a conscious decision on Vince's part to keep the title on Honky and elevate Randy up because he was thought of as being a face over enough to be the champ while Hogan went to make his movie...

Hogan has terrible memory when it comes to recalling memorable things in wrestling, one of them is claiming Andre was 700lbs at WM3 for one lol

Its because there were less ppv's, and longer title reigns, back then (talking 93-ish here) if a champion only made major title defenses at ppvs, he'd make 5 major defences in a year. these days champs make 5 major defences in about 4 months.
