Even if he had lived, Owen Hart would have never held the World title. He was quite possibly the LEAST marketable wrestler EVER. I dont think the connection to Bret would have carried him that far.
Rick Rude and Scott Hall are at the top of my list. They both had EVERYTHING necessary to be a long term main event world champion, but it seemed whenever they reached their peeks, wherever they were... there was always someone else who could be chosen before them.
There were so many better possibilities for heels that Hulk hogan could have had massive feuds with back in the 80's, but they almost always went with the "Hulk vs. the fat tall guy" in various variations.
I always wanted a heel Jake Roberts vs Hogan feud. Hulk Hogan.... and SNAKES!? That had money written all over it.
Suppose they probably didn't think it'd be believable for someone of Jake's physique and look to be able to compete with the almighty Hulkster though.... even with a man eating snake.

Ted Dibiase Piper British Bulldog Snuka Razor Ramon (Scott Hall) I.R.S.- not the WWE title but the I.C. Imagine Money Inc. with the WWE and I.C. titles, thats amazing. Tatanka- inthe early '90s he would of made an excellent tag/IC champ, he was way over. Crush- pre-Fuji era, he was also way over and would have also made a good tag/IC champ.

I actually agree with this. Shamrock was Kurt Angle before Angle showed up in WWE. He was an intense badass with a great finishing submission hold who was very over with the crowd, at least until his heel turn. If WWE would have continued to build him as a badass, making his opponents submit quickly and picking up a few big wins over name talent, there's no reason Steve Austin vs. Ken Shamrock couldn't have been a huge money-maker, either at Wrestlemania or at Summerslam. He was seriously derailed, however, when he failed to take the IC title from The Rock. Imagine one of the Macy's Thanksgiving Day Parade balloons being blown up, only for one to pop. That was Ken Shamrock. Huge push, only to blow up when he couldn't take the belt from Rock. Oh well. We at least got the epic Rock vs. Austin matches because of it.

Razor Ramon/Scott Hall.
The guy had tons of Charisma, had in ring talent, was good on the microphone, had the look of a world champion. I never understood why he never got the title. I know his behvaior has something to do with it but not all of it.
I really think of Razor never left WWF back in 1996, he would eventually be Champion in 97 or 98.

Steamboat was NWA World Champion in 89. The Title was on the start of it's decline at the time but it still was the most importain title to have.

Slightly off topic a bit but how Vader never won the WWF belt in 1996 i'll never know, he got a monster push all the way to Summerslam, lost to HBK and then he was finished as top heel. He seemed to have went in decline there after, he must have really upset the managment.
