Roddy Piper - Possibly the most hated heel in the mid-80's in his feud with Hogan. The man deserved to be World Champion, but I guess the timing was never quite right.
Ted DiBiase - I always felt he should have been the one to win the WM IV tournament. It would've set him in the main event and world title contender for years. But it seemed that once he lost in the finals he never came close to winning the title.
Razor Ramon - Had Hall stayed with the WWF I believe he would've won the title in late-1996 or 1997. I don't think he could've been a big marketable champion, but I saw him more of a transitional champion.
Owen Hart - 1994 would've been the year for him as no other year mad him out to be such a big threat to the champion. IMO, Owen needed to be the one winning the title at the 1994 Survivor Series, not Backlund. Then have him drop the title to Diesel 3 days later.
British Bulldog - Somewhat like Owen, but in late-1995. Smith's heel turn in the summer could've set him up for a nice 2-3 month title run. Defeating Diesel in September and dropping the title to Bret at the 1995 Survivor Series.
Rick Rude - True he held the WCW International title, but he never won the WCW or WWF World title. He had all the skills to be a world champion for years. I would've like to see Rude pick the title up from the Warrior and have them trade it back and forth.

wasn't dibiase the champ for like a week or something. When Andre handed ted the title after beating hogan on SNME? I mean not much of a title run. (he was stripped shortly after having it) my top 3 1. Piper : definatly but some of it is pipers fault. He refused to be pinned. WM 2 should have been Piper vs. Hogan. Maybe Hogan regains belt there after Piper got a 6-8 month run. 2. Rick Rude: he could carry anyone and with the like of Hogan and Warrior he could and did put on great shows. Plusy was the best IC belt holder other than Henning in the 80's. 3. Ricky Steamboat: yeah he left wwe early but man what a baby face. Plus he was a great wrestler. If he hadn't have left after WM 3 I think he would have been the one Hogan "passed the torch to" instead of Warrior, or Macho vs. Steamboat at WM 4 piper i have to say yes to him and hulk should have passed the belt back and fourth a few times would have made the feud alot better rude was the wcwa world champ or world class but they change the title to the american title later ricky steamboat well he was wcw champ a couple of years after wm3 he took the belt off of flair in what was some of the greatest bouts ever but my pic for the best world champ to have never held the belt is arn anderson the man is by far one of the greatest old school workers ever plus he was good on the stick he could work with anyone and put them over so well its a real shame he never had the chance to hold the belt even if it had only been for a few months

Arn Anderson is the best worker, but he never really was in a position where he was the strongest heel in the company. I think Curt Hennig and Rick Rude, but either would have gotten a world title most likely if not for injuries/bad career decisions.

If the question was "best performer to never win a world title," then I would have to vote for Rowdy Roddy Piper.
Since the question is "best wrestler," I gotta go with Ted DiBiase.
Both guys had enough skills and charisma to carry a world title successfully. Piper's character alone made him a huge draw without the title, so it's logical to think he'd draw well with the belt too. DiBiase was a far better wrestler than Piper but Piper had better overall camera presence.

Dibaise if you count that he got it, he did. Probably was a case of bad timing. I could say the same for Rude and Henning on why they never got a WWF Title run. If both had come in after Hogan left, they could have had a better chance. A lot has to do with timing and when you come in. Not saying either would have been a bad choice but more of a case of just being at the right place at the wrong time.
As for Piper, it's been stated that he refused to get pinned for a while or something to that effect and that's probably why he never got it.
