The steroid scandal had started affecting them years before KOTR 1993, but the actual trial happened in 1994. But they were definitely under fire before then. Here's the cover of the Sept. 1991 issue of WWF Magazine, with the headline "World Wrestling Federation Answers Steroid Body Slams" and (ironically) The Ultimate Warrior & Hulk Hogan on the cover: us.st11.yimg.com/us.st.yimg.com/I/yhst-17101387025181_1978_31343915WCW didn't get much public heat from the steroid allegations, but they did make half-hearted efforts to institute testing during this era, just in case. These would be the tests that Marc Mero, Lex Luger and other former WCW guys from that era have talked about cheating by using visine in their samples, etc.

This is the site where my pic link came from: www.justsportsmags.com/wwespecials.htmlIf I recall correctly, the reason the scandal began years before the actual trial is because the Dr. George Zahorian arrest happened first, and led to a federal investigation into the WWF that culminated in the 1994 trial. Zahorian's office was raided and they had evidence that he was the major supplier of steroids to WWF wrestlers (which he apparently was). The government then gathered as much evidence as they could against the WWF and its wrestlers (including getting some to testify), trying to prove that Vince McMahon and the WWF provided the steroids to wrestlers or somehow required them to take the steroids. The WWF, obviously, was acquitted, despite the testimony of plenty of wrestlers that they took steroids while working for Vince. The government's mistake was in trying to prove the WWF forced the drug use or provided the drugs illegally, which was never the case as far as anyone knows. From about 1991-1996 or so, the WWF gradually began testing wrestlers, with many getting suspended or fired at various times for use (or suspected use) of steroids. The Ultimate Warrior, Davey Boy Smith, Sid (Justice) Vicious, and the Warlord were all suspended or fired by the WWF for this reason, and there were probably others I am forgetting. The WWF knew they were being investigated by the government and that they risked losing everything if convicted, so they got serious about it. The WWF's paranoia about being convicted on steroid charges is also considered part of the reason that they chose to start pushing more smaller guys like Bret Hart, Shawn Michaels, and Owen Hart during this time period.
