Theres not many that stand out, theres too many that are generic heels, that really have no reason to be heel, just are, and most don't do anything other than put down the crowd, and that seems to make them a heel.

Yeah at this moment and time, I would say Mark Henry. Cody Rhodes is on his way to the top of that list too imo. He has a great gimmick that is easy to hate and if he keeps working against Orton he is only going to get more notoriety.
Miz and Truth are sort of tween imo because I feel like people boo them, but they laugh too because they are hysterical. Christian still gets lots of pop from the older crowd it seems but his heel character has been pretty great as far as a bitch heel goes but I wouldn't put him at the top of the hated list.
John Cena might actually be WWE's biggest face and biggest heel. I definitely think there is an argument that can be made there, and I only expect it to get worse when Rock comes back into the picture.
