I was watching the Royal Rumble 1991 on Classics On Demand and saw the Mountie vs. Koko B. Ware and was thinking that the Mountie was never actually in the Rumble Match itself, then I was thinking about other guys who worked for WWF/E for a few years and were around at Rumble time but were never in the actual Rumble Match. Here is my list so far
The Mountie (As the Mountie or Jacques Rougeau) Raymond Rougeau Razor Ramon (Scott Hall not the fake one) The Dudley Boyz Dean Malenko Kamala Pierre Skip
I'm sure there is more, if anybody has others, let me know please.

Yeah I noticed that awhile back as well and was preetty shocked. Razor was in four title matches in four straight years. Also he is one of only two wrestlers in history to be in the same title match at the same show three straight years in a row while succesfully defending it the first year and losing it the following two.
RR 94: Razor Ramon (c) d. IRS RR 95: Jeff Jarrett d. Razor Ramon (c) RR 96: Goldust d. Razor Ramon (c)

Nailz debuted in the spring of 1992 and was fired in December of 1992 so he was never employed at the time of any Rumble. How long was Jerry Lynn around for? He was there from April of 2001 to June 2002 so just a little over a year and did not compete in the 2002 Royal Rumble.

I knew of Ramon doing this, but I am drawing a blank on who the other could be.

Oh, I didn't know you were referring to Triple H at Mania. I thought you meant someone else at the Royal Rumble, just like Ramon.

What about Taka Michinoku? I know in the 2000 Rumble he and Funaki tried to get in the match several times but I don't remember if they were officially in the match.

Well for what it's worth Triple H defended the WWE Title at the royal rumble in 2000 and fought for the title in 2001. Then in 2003 He defend the World title against Scott Steiner, and defended it again in 2004 and once more in the 2005 It should also be noted that Dolph Ziggler will be going into a world title match for the second year in a row at the rumble. Funaki and Taka were not offical entrants in the 2000 royal rumble

Bastion Booger was employed and scheduled for the rumble in 1994, no show.
Ludvig Borga was also scheduled fo the 1994 royal rumble but on January 17, 1994, Borga injured his ankle in a match with Rick Steiner. This injury forced the WWF to cancel plans for Borga, including his scheduled appearance at the Royal Rumble and a proposed WrestleMania match with Earthquake, and he left the WWF soon after.
