I never understand why games don't implement this feature. I mean GTA San Andreas on the X-Box had this and I don't understand why the newer games like GTA 4, Saints Row 3 etc don't let you do this. Thoughts on this?

It's because the consoles (at least the 360) themselves support it and, while it would be nicer to have a radio station in those games with your songs, most developers deem it a poor use of their time because if you really want to listen to your music, you can use the built-in player for the console.

Uhh, GTA 4 DOES have custom soundtracks... Not on the 360. The PC games have always had Custom Soundtracks, and I know the PSP games did as well. I don't think GTA V should have it to be honest. If it had Custom Soundtracks I'd probably be enticed to listen to music I'm already familiar with, and I'd much rather enjoy the music on the radio and possibly experience new songs. Perhaps they could implement an iPod or iPhone (If it's in present day then I could see them giving a smart phone with an mp3 player), where you can make a playlist there, and use it in your car or when walking around. It would be an optional item or something, so if I wanna listen to my own music I can, and if I wanna listen to the GTA V soundtrack I can do that. Everybody wins.

One of the best games I've seen custom soundtracks featured in is FIFA (last 2 years.) You can set up a certain song to play when the home team enters onto the pitch, a celebratory song that plays when either team scores, a song for the home team that plays when they win and a different one for if they lose.
SSX has custom soundtracks but I agree that sandbox games like Saints Row should have this feature.

Every 360 Game has a custom soundtrack. You just hit the middle button then hit the 'play' button. It's a very big part of why I bought a 360 to begin with.

Also, Saints Row does have a custom soundtrack. It's called 'Radio Editor.' So Op's post makes no sense. Both GTA4 and Saints Row have custom soundtracks.

That's not a "custom soundtrack" that's called playing music over the game. Custom Soundtracks are integrated into the game, and play with the game audio.
