I was going include Jericho in this but they've kinda included that in his return promo saying that he was touring with Fozzy.
But with Ortons it's different, he'll have been gone twice as long, won't have a plausible story for tv like Jericho did with Fozzy
So how do you think WWE will explain where Orton has been for 2 months?

Why do they need to explain anything? Wrestling isn't real, and no one is pretending that it is anymore either.

I'd have Orton return on Raw to attack Jericho and give him 3 RKOs (Payback from Jericho giving Orton 3 Codebreakers) and then the following week have Orton explain his absence by saying that Jericho attacked him in his home or something like that or just have Orton admit that he failed a 2nd drug test.

No need. They could just say Orton is back. Unless they pull a manipulative Jericho thing where he actually brings up the suspension on TV.

But I do expect him to win on his week back and then Jerry Lawler say he's been on a roll lately.

I think they will just have Orton come back and beat up Jericho and continue the fued as if nothing happened.

They simply won't. If they don't care about giving us explanations such as who was behind the Nexus, why did they help Kane bury the Undertaker, and many, many more, why would they care now?
