The trend seems to be that WWE has booked themself into a corner, with no legtimate way to end Hell in a Cell by keeping both men strong. How would you book the match?

I'm a huge fan of Punk and, if I had my way, he would retain through some sort of screwy interference, probably in the form of a miscommunication between Ryback and John Cena, creating some tension between them and setting up a triple threat match at Survivor Series or TLC.
But I'm also a fan of pro wrestling and if I thought for a second that Ryback winning the title would give WWE the shot in the arm it desperately needs right now, then I would book him to beat Punk in the opening match of the show in under two minutes. If you're going to give Ryback the "Goldberg" push, go the whole way with him and pay it off.

No matter what happens; people here will bitch.
If Ryback loses clean, people will bitch that he was squashed. If Punk wins like a coward, people will bitch he's being booked wrong. If Ryback WINS (which he won't) people will bitch that he isn't ready for the WWE Title. If Cena gets involved, people will bitch that John Cena is ALWAYS involved.
Nobody will be pleased, so booking doesn't matter.

Clean CM Punk win. It's crazy to think that CM Punk needs this win to look legit, but that's the direction they've steered his title reign in. Within the last year he was beating the likes of Cena, Jericho, Show, Ziggler yet now we're really going the route of the WWE champion having a problem with an NXT rookie. and he's meant to be facing Rock in just a few months? Really looking strong going towards that.
If we're getting creative, I'd have CM Punk try and win through some underhanded method, but Cena interferes and makes sure he wins. This sets up Ryback for a finisher which he lays Punk out with. Then Lesnar interferes setting up Cena/Punk for next month and Lesnar/Ryback sometime in the future. Also, we get out Paul Heyman stable.

Brock breaks into the cell to help his fellow Paul Heyman guy, Cena gets involved, chaos ensues, and the match is thrown out and ruled a no contest. Ryback doesn't suffer an official loss, Punk keeps the belt, and a huge tag team main event is setup for Survivor Series.

Brock Lesnar costs Ryback the match, CM Punk holds on to the belt.
Ryback looks dominate the whole match, and that sets up a feud to take Ryback to the next level.
Then you continue with Punk holding the belt until The Rock beats him at Royal Rumble.

I would use the WM13 Hart vs Austin type ending.basically Ryback passes out in the Anaconda vice.heres how it goes Ryback takes everything Punk throws at him & powers out of the Anaconda vice.ryback ends up delivering a crushing lariat to the ring post after Heyman distracts him. Punk punishes the arm and puts on the Vice but Ryback wriggles out. Punk handcuffs Ryback to the ropes & POURS on the hurt.chair shots,ringsteps dropped on the arm etc etc.he then puts the AV on Ryback while hes handcuffed and Ryback passes out after a hell of a struggle. result? Punk looks like a ruthless & evil genius.Ryback looks like a  in WARRIOR.plus WWE can say Ryback has never been pinned or tapped out.... |

I think they should have no winner. Punk and Ryback should have a knock down drag out brawl and there be a spot, maybe a top rope spot like a superplex through a table that leaves both men incapacitated. At that point Dolph Ziggler should come down and cash in, not waiting for the match to end.
Therefore, Dolph Ziggler would pin CM Punk for the WWE Title BEFORE CM Punk vs. Ryback had a winner. That way Punk looks good, Ryback looks good, and Ziggler gets over.
That's what I would do.

Ryback clotheslines Punk, picks Punk up, marches around the ring, and hits shellshock.
Covers Punk for the win and then have Ryback win every match for the rest of his career.
