Ok, so I just got my elite brodus and its an amazing figure but one thing that annoys me is the arms is this anyone else's concerns or it is just my mind?

I think the arms are too skinny but if they gave him fatter arms, a lot or articulation will be lost, same as Yoko.
I think his arms are fine for what it is.

What's wrong with them? Haven't opened mine, but when I do he'll be a back shelf figure...so any flaws he may have will be hidden by the track suit and other wrestlers in front of him

No...... Thats what they look like, he has a funny and distinct build. his arms are not big compared to the rest of his body. I think they look fine if they go any bigger it would not look like him?
