I recently got CS11 Diesel, and when I took it out, I noticed it had barely any head movement, so I boiled the head and took it off, and noticed the bottom of the head peg, is like, stuck, glued, into the neck, is there any way I can loosen it, or get it out and replace it with another?

I'd maybe boil it a few more times (for a decent amount of time) and see if the glue loosens.
Take some needle nosed pliers (if they have a locking grip, that would make things easy), grip the peg, and try twisting the peg around. Maybe grab a screwdriver and push downward.
Do that a few times, see if it budges.

I tried that, and the top part of the peg broke off! So whats left in the neck now is the bottom part of the peg, how do I get it out?

The peg kinda resembles a dumbell, if you will. How much of the middle part is stuck to the bottom ball of the peg? If there's a little bit, you can take lowki's advice. If not, you can either split the torso to get it out or use a power tool (like a dremel) and pretty much bore it out.
