Not sure how well of a customizer you are but I'd recommend using...
A shirted torso, painted blue with Superman Logo. Cruiserweight arms with tape (Matt Hardy would work best)
Long Tights, maybe Jericho or Benoit.
For Kickpads, the best would be some La Resistance ones painted black instead of blue because the design is perfect for him. If not, you can just use whatever kickpads you have.
I'm really not sure what head to use because he really doesn't look like anyone. Maybe a RA 15.5 Bischoff with a modded beard since he kinda looks pissed off in those pics.

use a modded DA cena or modded DA Kennedy
i think they would work good
if your lazy,use a heidenreich arm for the tattoo it looks like it

So the final verdict is...........
Head - Christan/Bischoff
Torso - Shirted (Anyidea's)
Arms - Any
Pants - Y2J. Benoit
It doesn't need to be too acurate with Arms etc because it will be placed in a Old CS package and is for a Birthday.
Kickpads - Any
