I don't know what head could work, but for a body just just a shirted body with jeans. RA16 Austin and ONS Austin come to mind.

I say...
The Matt Hardy figure with a white tanktop and jeans. If not that, you can use a rubber shirt and a cruiserweight body and put one of his "phrases" on there. For the head, Doug Basham's would be great.
