If I used a Joey Mercury head for Jeff Hardy custom with no modding?

No, I don't think it would. It would be the equivalent of putting Joey Mercury in Jeff Hardy's gear. The Mercury will need some modding to resemble Jeff Hardy.
The only head that won't need any modding to look like Jeff Hardy *is* Jeff Hardy, IMO.

Nitro would work just sand the face a little to make it look long.I saw onyoutube a vid were jeff looks just like nitro when he got up from the pin
