Is it possible to use acrylic paint to paint over the cloth tassles on Warrior's boots?
*edits* I just tried it and messed it up. I guess you can't paint on cloth.
So since it doesn't work, what can I buy to make the tassles on the boots?

Remove the tassles from your Warrior figure and examine them. They look VERY simple to recreate. Get whatever fabric you choose to use for the tassles, I would suggest something that isn't as stiff as the crap fabric that JAKKS chose. make sure it's really thin though. I'm not sure on this, but I don't think a thicker fabric would look as good. I could be wrong though.
I tried making a recipe for new tassles, but there are some problems I ran into. I'm going to have to make them myself first. So I'm going to make some new tassles (boot, knee and bicep) for my CS Warrior figure, and then post a recipe. I'll post some pics if possible too, but I don't have a camera. I'll post the recipes both here and in a new thread.

get a chunk of fabric or felt type material then cut it and sew it onto him.

You can sew it onto the figure. You'll need elastic, at least three pieces of fabric and the neelde and thread necessary to sew.
