Looks like a BCA 2-Pack. Did some research on it on found that after they left WWF in '96 that they pulled that from the shelves, which created a lot of buzz around it. So, yes, I believe it's rare, found some on ebay. One was loose asking $25, and the other was MOC, askings $75.

It was the first 6" WWF figure two-pack produced by Jakks Pacific for Puzzle Zoo, a mail-order company, in the fall of 1996. There were 10,000 made with an initial $13.99 (plus shipping) price point. Retailers such as Hills, KB Toys, and Ringside Collectibles began offering it in early 1997 after Puzzle Zoo liquidated their remaining stock. It went on to become one of the most sought-after collectibles of the Jakks Bone Crunching Action figure line (1996-99), selling for well over $100 on the secondary market at one time (mostly in the late 1990's); this was due in no small part to Hall and Nash's departure for WCW in May/June of 1996 (several months before the release of the two-pack), as well as the exclusivity of the pack. Diesel's chest piece and Hall's outfit were repainted exclusively for this two-pack, so you won't find either variation elsewhere in the BCA line. I've never heard of this set being pulled from store shelves; to my knowledge, the buzz that existed was purely based on the mail-away nature of the product and the oft-unreliable customer service/distribution of Puzzle Zoo. Jakks, nor Titan Sports/WWF, ever made it a point to block sales of Razor and Diesel figures. After all, Jakks did re-release Diesel on a Superstars Series 3 card in February of 1997, or about a month after the 2-packs started to appear, which could have been an attempt to appease collectors who missed out the year before.
