I've been curious about this for a while and have come up with multiple conclusions.
1. They came at a time when everyone was collecting Jakks for years. 2. Certain attire choices (Iron Sheik, Jimmy Snuka, SGT Slaughter, and Terry Funk come to mind) 3. Poor distribution. 4. Higher price (everyone was used to paying lower for Jakks figures.)
I wasn't into the line at the time it came out, so why do you think- or what was the actual reason..that legends were a flop?

i feel that they sold well. I rarely saw any past series 2 But if mattel says they didnt we have to go by their word

Irrelevant legends kids wouldn't want. They could have tried to get better names or better attires for people they chose.

I think you nailed it - the four reasons you listed are pretty much the reasons that I didn't buy them, except for the "poor distribution" - I can't really verify, I wasn't actively looking for them.
I was pretty po'd about JAKKS losing the contract & I just wasn't impressed with Mattel's attempt at Classics - for the reasons you've listed.
Now - I wish I'd bought them all.

I also think they would kill if mattel took another try at it and understood what they did wrong and tried fixing their mistakes. Like the piss poor attire choices, but they won't admit they did anything wrong so they can not learn from their mistakes.

I think it was a "hangover" from the CS line. Basically the CS line fell apart after CS 24. And then legends came in and didn't give the big names. We got road warriors, when they should have given LOD. Flashback is working cause they are giving the right names in the right attire. And not flooding us with a bunch of 3rd tier superstars.

I too didn't collect mattel at the time! Still lovin the jakks back then, I'm pretty sure now mattel wwe are a leading force that legends would sell. I know the outfits are the reason I've only since collected certain legends.... Slaughter and funk were awful IMO.... But then I had to have bam bam and pillman (even with the crazy face) still want bulldog but will never pay the crazy price people ask!!

Yeah. I think you figured out several reasons for the line failing... now I wish Mattel would identify those things and give a true legends/flashback line another go. In my area I don't see FB shelf-warming really... mostly a ton of Brocks and Cenas.

Overproduction. My TRU never received more than three cases of any CSTT set with Legends 2-Packs my TRU had their first shipment consisting of 30 cases. Then over the year they received at least 20 more cases.
And with the singles not only did they overproduce them they also released most of Series 1 & 2 at the same time as straight re-releases in the HOF line so they competed with each other. Meaning of you found one there was no reason to get the other. They should have made the HOF in different attires from their Series 1 & 2 counterparts.

combination of everything said by others in this thread:
poor attire/deco choices - everyone wanted Camo Sarge,Red LOD,Long-Hair Rick Rude, Hardcore Terry Funk,Shorts and bare feet Snuka, 80's face Jake Roberts,etc.
the HOF series - a bad,BAD decision! these things were starting to pegwarm,so release a series with straight up repacks of the figures already sitting,just with different packaging and a cardboard plaque.
too soon - they should've waited a year. people were just starting out with the new line in 2010,and all the different sub-lines in it: Basics,Elites,Battle-Packs,Entrance Greats,Flex Force. there wasn't enough money to go around.
more big names - they should've waited til Summer 2011,when they had some more heavy hitters signed too.a rollout with Randy Savage,Bret Hart,The Ultimate Warrior, Steve Austin,and The Rock spread throughout the first 3 waves would've been gold. not to mention Vince's strict adherence to NOT having current Superstars have their older visages made while they still worked for WWE hurt a lot too. add Undertaker,Shawn Michaels,Triple H,and Kane in those first 3 or 4 waves along with the others I mentioned,and you would've had a line people were clamoring for.

K Marts crappy series helped kill off this line. They were literally $1 or $3 at some points!
Now that Classics is long gone I really wish Mattel would relaunch Legends though!

The early waves were very light on the big names. Alot of stores ordered way too many of Series 2 as well and it wasnt a overly popular set even though I liked it. Not strong choices for the TRU 2 packs and Kmart wave either. The economy sucked during 2010 when they came out as well. 14.99 price tag wasnt liked by some. I ended up buying alot of myn online because I never saw Series 4 or 6 in my area. My Family Dollar never got all the bargain Legends ones like others got at theirs. I dont think Jakks Classic collectors were quick to start a new line of figures as well, hurting sales.

Legends were out the same time Mattel was trying to establish its elite and basic line. Kids (primary purchaser) were drawn more to the names they knew. It was/is like a history lesson with my boys on the older figures

Series 1 had,basically,only Austin. Series 2 didn't have any anchors as far as I'm concerned. Series 3 only had the Rock. Series 4 only had Warrior. Series 5 only Savage. and Series 6 only Warrior again. if they did a mix of big names with lesser known,shorter packed figures,the line could've worked. something like,based upon who they had signed: Series 1: Stone Cold Steve Austin, Ultimate Warrior, Hawk,Animal, Ricky Steamboat, Shawn Michaels Series 2: Macho Man Randy Savage,Dusty Rhodes,Kane,Rick Rude, Jake Roberts, Kamala Series 3: The Rock,Bret Hart, Vader,British Bulldog,Brian Pillman, Sgt. Great list though I really wish Mattel would look at lists like this and at least take them into consideration. You know sets like these would sell and NOT fail like the original run
