Styrofoam board, or thin wood, painted black.

thin wood= balsa wood. It is really easy to work with and cut to the size you need it to be.

Copied this from another post of mine, asking the same question. You should really search on the board since people have similar questions all the time.
I suggest getting some wood skewers that you use for ka-bobs and stuff. Cut them down to size and have a long one running like _______ that at the bottom. Glue some going ||||||| along that then get like a small coffee stirrer straw and put it at the top and bend it so it's kind of curved like real guardrails are. Probably two of the stirrer straws then glue them together in the middle. Paint them Gray or black and you will have some guardrails.
Another option is, if you do what is above, you can get some black fabric or a black garbage bag and staple it around the already made guardrails to have guardrails like WWE has now.
Making a barrier with popsicle sticks....
Just use the same method. Make a base like _____________
| | | | | | | | | | | |
____________
All of it connecting, of course, then put a stick on the left side of the bottom of the base and one of the right. Put a Stick coming down from the top, in the same position of the other sticks, just up top and connect the sticks, so there is some support. It sounds confusing. You could even have a small support brace, not using popsicle sticks.

Yeah i would use some wood, it's strong so it won't break easily and it's dead easy to do, just cut the wood to the size that you need it and then paint it black.

Foam board is the way to go. If you want black, you don't even need to cut it. It would cost you like 2-4 bucks to buy enough to make barriers for a huge arena, and you can find them at Wal*Mart. Very easy to cut too, though I'd suggest using a razor to cut them as they'll be a lot cleaner looking.
