Hacksaw Jim Duggan usually seems to be best. If you can't get him though, you could mod a beard on someone with a fatter head. I mean, if the hair and beard were done properly, you could probably pull it off with a straight faced Kurt Angle scan, which shouldn't be hard to come by. But Duggan I think works best as a starter sort of basis.
OR you can just wait for Jakks to release a Balls figure, as he has been signed.
