Is it enamel paint? If so, don't use it anymore. Get acrylic paint.
If it's not, have you 'finished' the figure? Have you put a seal on it? If not, try that. If so, then it's the sealant.

use acrylic paint man. it's not sticky and it dries smoothly and not sticky. for sealer use folk art acrylic sealer that has a matte finish.

Sealer, like paint, is in preference. I personally use Krylon Matte Finish. I tried the Folk Art that wwe4ever recommended, but after about a year, the figure became sticky. I haven't had a problem with the Krylon.
