No, Cena would have risen to the top because Brock's reign of terror would have gotten old. Plus he can't talk at all. Brock didn't need to talk. Dude had everyone behind him as a face working with Angle. He really is something special. I think its very simple. Lesnar, Cena, Orton and Batista. Those would be the top four and basically be interchangeable like Austin Rock, Triple H, Foley, Taker and Angle were during the attitude era. Brock and Cena being the Rock and Austin obviously. I'm not sure though. Like I said Brock didn't need to talk and was THE guy before he walked. Plus he had fresh feuds in Deadman Taker, Benoit, Evolution, and so many more. Brock didn't work with over half of the roster yet before he left. He wouldn't have gotten stale for a long time IMO. People love to watch the guy too. Just look at his UFC buy rates. Not everyone needs to be able to cut a Flair esque promo to have charisma. When did Lesnar feud with Evolution..

Lesnar was never going to shake hands and kiss babies. The WWE needed a boy scout like Cena to do and say all the right things in the ring, but more importantly represent them outside of the ring. Lesnar didn't even want to wrestle full time, let alone put in all the extra hours Cena does on a weekly basis. Let's say Lesnar was right, WWE still would have needed a Cena-type, with or without Lesnar. I'm guessing Cena would have ended up right in or very close to the same spot. Yep, pretty much all of this. I think we would have seen a lot more of a balance, though. There's no way Cena would have constantly hogged the spotlight over Lesnar. Brock is too special for that.

I think the more interesting question is who would have been the top face and heel in the company. Would they both be face? Cena face and Brock heel? Could Cena turn heel with Brock there to take some of the load off?
I expect Cena would still be perennially face, but Brock would have been mostly heel with some face turns once every couple of years.

Cena. Lesnar doesn't have the wide appeal on weekly TV, even now. He's far better as a special attraction guy than having to do awkward promos for a decade. Can't imagine him being away from home most weeks of the year doing sponsor meets and greets, make a wish, promotion etc. He doesn't have the charisma, speaking ability, road endurance or work ethic to stay ahead of Cena if they were both on the fulltime roster.
Plus, it's a moot point anyway. Lesnar saying "if I hadn't left" doesn't do him any favours, because he did leave. He cried about the schedule, took his ball and went home. And now he's found a role that's perfect for him. He can't carry a company on his back, but he can come in to give it a boost now and again.
If Lesnar didn't quit in 2004, he would've quit anyway over some tantrum or another. He was already crying by 2004 that he was working with the likes of Hardcore Holly instead of main eventing everything. The company had already kind of given up on him being the big star, and were already focusing on Eddie Guerrero and Cena for the future.

If they continued to build Cena the same way as they originally did, but have him come after Brock as champ instead of JBL, I think it would've worked much, much better. All those years since Brock left, Cena never had anyone at his level until CM Punk caught fire. They tried and are STILL trying to make Orton that person and it just hasn't happened.

I saw the promo today. It was incredibly ironic that Cena actually said Lesnar is a mercenary who only comes and goes as he pleases, meanwhile it's two weeks before what's supposed to be the second biggest PPV of the year and Cena is off filming some meaningless part in a movie nobody will see.
