Do you know why Lesnar isn't at Raw each week when he's the WWE Champion? I can understand him not wanting to work house shows, or even matches on Raw, but what's the conflict? For example, as much as I dislike Dwayne, he does have other commitments with movies and everything that comes along with that. But is Lesnar just chilling? Does he have other commitments? I just don't understand why he's not on Raw *one day out of the week* when he's probably the highest paid name in the WWE.

Because that's not his deal. He's expensive, and he hates traveling with a passion. With Lesnar, I'm a firm believer in the old moniker of "absence makes the heart grow fonder." Raw feels bigger when Lesnar is advertised, and if he's there every week, you lose that. I don't know about you, but I immediately have a visceral, attentive reaction when Lesnar's music hits. I pay attention. I know it's going to be intense. I don't think I'd have that if I saw him every single week.
The champion doesn't need to be present every week to make the title meaningful, especially when he has a mouthpiece like Paul Heyman. Creative just needs to find useful and interesting ways to build his feuds.

I remember listening to Heyman on Jerichos podcast (Edge was on it along with Heyman as well) talking about what Lesnar does in his spare time which might answer your question. Hes really anti-social as in he's not really a peoples person, he lives a reclusive life somewhere in the middle of nowhere. Heyman said he hasnt even got a landline phone because he doesnt like being contacted lol. I really suggest you listen to the podcast it was really funny. They were joking how Brock is going to look for real estate in Antartica when he retires lol. I highly recommend listening to it.
And ofcourse he hunts. He's like the Jeremiah Johnson of the WWE.

Look at it this way, not every UFC champion is on every show. It makes Lesnar out to be more of an attraction and sets him apart, especially with his sit down interviews and Heyman representing him.
