when sculpting is finished and you start to sand wouldnt the sanding ruin it doesnt it make it all ruff and scratchy. if so what do you use to fix that?

Fine grit sandpaper. There's more than just one grit of sandpaper. There's rough, then there's (practically) smooth. After you've sanded using the rough sandpaper, find some really fine grit sandpaper and smooth things over.

What my man AF said is right, you want a smooth or fine grain sand paper and there is also a type of modeling sand paper called an abrasive paper which is ULTRA fine. It's made out of the same stuff that those really fine nail files are made out of.
And if you're looking to sand in really fine hard to reach places, get yourself a metal model file or just a regular nail file, works OK.
