this is where ill give a few guidlines as where to stuff for customs in the uk just as help to people who dont know where to find the stuff you need for customs.karma is always appreciated.
cutting tools for trimming peices of figures holling out heads etc.-these can be found in places like hobby craftbut if your a cheapo like me you find perfectly good cutting tools in your local poundshop
acrylic paints-you can find some good paints in either w.h.smiths or the gameswork shop but beware these paints are costy so i found mine in a little bookshop they are good but not great being honest
sealer(under the name gloss/matte varnish)- can be found in w.h.smiths best to use gloss which seals the paint as well as making it shiney.
epoxie putty (sculpting clay stuff)-the only place i found this was in hobbycraft but im sure you will be able to find it some specailist shops aswell.
well that cover most of the stuff you might need to customise you figures simple screwdrivers and things can be found in places like homebase,b&q etc.
hope this helps
