what is the best color to use for the generic skintone that jakks uses and by what paint brand?

There are fleshtones made by paint companies, but they're off, and not what you're looking for in terms of Jakks skintones.
Do this: Mix mostly brown, and equal parts red, white, and yellow. Water it down, add different amounts of said colors to get the desired color. And make sure it's a little lighter than what skintone you want -- In my experience, skintones darken as they dry.

I keep mine simple.
Terracotta Paint White Paint
Mix small parts of each to get a pretty generic fleshy skin tone, add more terracotta for darker, tanned look, or more white for pale.
Also find adding a tinge of yellow is good towards a pale-ish tone.
