i know i have to use sandpaper for the paint not to stick but it still does can somebody help me out.

No.
I just do a coat of white, then paint the colour on top. Primer helps, though.
Just be sure to use acrylic paint and seal with acrylic sealer.

Priming doesn't always prevent paint rub. If the paint rub still occurs after the figure has been primed/painted, then you can use sandpaper (a dremel would be much faster though). Sand the area where the rubbing occurs. Paint.
