Why did the APA not get that many figures and also why was Bradshaw the only one to have an ttl ring gear figure made.

I honestly don't recall the APA getting "That Many" figures. I can recall a TTL 2 Pack or two but thats about it.
To answer your second question, I believe Bradshaw may have had more singles because it was around the 2002 draft era where the APA split and Bradshaw was getting a slight push on Raw while Faarooq was doing nothing on SD.

How would we know? Only Jeremy would have known why they didn't. I know they had a 2-Pack. And Bradshaw was also in a ttl 2-Pack with Shane(?) I think he had a finishing moves figure as well. He also had 1 RA in long black tights, but it was from the very beginning of his singles JBL career and said JBL on the back in Gold.
