Hey all! I want to thank everyone I'm advance for your help. So I'm putting a Jakks r3 Benoit head on a legends Ricky Steamboat. My problem is he looks lime a giraffe! Someone please give me some tips lol

You can dremel the hole in the head, that's the only way i can think of.

Or cut off the ball from the peg, drill it a bit and reattach it lower.
