I was talking to a friend recently about what promotion at what time had the best top to bottom roster. One point we could agree on was WCW in the late 90s. Their stars were true stars and their lower card consisted of guys like Benoit, Jericho, Rey, Chavo, Eddie, etc. Tag team division had Harlem Heat, Steiner Brothers, etc.
Any other eras that come to mind?

For me it was WWF in 2000.
You had the Radicalz, Jericho, Tazz, Raven all who came from other companies (I know Jericho came in 1999, but I mean he was on the roster in a prominent position), the re-emergence of the tag division, a mega undercard, exciting midcard and the main event was hot. Undertaker and Stone Cold came back later in the year, and despite them not being in their best roles, it was cool to see the Rock and HHH on top.
And then on top of that you had Kurt Angle. 'Nuff said.
2002 was a close in terms of star power and name premises, but the stories sucked that year as they were still trying to shuffle the deck and figure out a way to include all of the new talents from WCW and ECW, whilst also appeasing the WWE superstars. For that reason, 2003 was superior in so many ways. So either those 2 years are a close second.
There are many many other years that I could have gone with, but those stand out over all others.

WCW's 98 roster was so  ing stacked. Hogan Bret Savage Flair Sting Warrior Lex Hall Nash Hennig DDP Goldberg Piper etc etc They had basically every top star ever made until that point, except from Austin, Shawn and Undertaker. Nothing even remotely compares to that. |

WCW 98 had a god-tier roster but rarely knew what to do with it
WWE 2002 had a god-tier roster and used it marvelously

For WCW it definitely has to be 1998.
For WWE like others said, 2002 is pretty solid for talent.
For ECW I gotta go with 1997, a lot of talent there.

The greatest roster has to be 2002. The picked up the big WCW names by that time and created some Stars that are Legends today.
