Austin. Might not have been the most articulate but you believed him more than any other guy. He could do it all, be it a serious promo, comedy whatever you name it, Austin nailed it.

if you're talking overall guys Flair Dusty Piper Rock and it's not even close This. Though I would order them: Rock Dusty Flair Piper Stone Cold and Macho deserves an honorable mention. Punk is a great talker, but he had a habit of starting to ramble, that I don't think enough people note. Rock was just fire on the mic, I don't care if it was scripted or not. When he spoke, you listened.

Rock is/was huge. but in WRESTLING i'd say he's 4th behind Hogan, Austin then Cena. and Andre after Rock. Rock is a major name, but its because he got pop culture/hollywood fame.

Paul Heyman is and always was fantastic. Same with The Rock. And Austin. And Dusty, Flair, Piper, Jericho, Miz, and numerous others. But in my mind, no one will ever be able to touch CM Punk in terms of promos. EVERY TIME the guy had a mic in his hands--from the indies to the WWE main event, whether face or heel--it was gold. It was special. It felt real.
From a delivery standpoint, Punk's always been firing on all cylinders. Tone, choice of words, mannerisms, body language--everything connects to the crowd and manipulates it in a genius way. If you think all of Punk's bits were as good as the Pipe Bomb, or the bit he spouted against Rock, not sure what you were watching for years. Half his SES promos, especially early ones were at times painful to listen too.
